The consensus in the RfC was for one per major article section, not again and again in every sub-section, and sub-sub-section, and sub-sub-sub-section. Someone wikilawyered in that way and turned an article into a sea-of-blue mess, with a bunch of drama across mutiple pages, and that needs to not happen again. Also, the main reason for the change was jumping to section headings on mobile without expanding whole article. But that's only level 2 headings.
